Who do you tell about lab specimens from pap smear being sent to you thru the mail by mistake ?

My girlfriend is in shock after receiving her lab specimen from a pap smear in a biohazard bag from the county hospital. She called the county and they apologized and sent a courier out to pick it up. this mistake is outrageous and i feel the people of san joaquin county should know about this gross mistake and re-vamp thier policies at the county hospital to make sure this doesnt happen again. who do you call ? the postmast ? the newspaper ? is this a lawsuit ?
